Without expressing any opinion on the merits of the writ petition, the fourth respondent is directed to consider the representation submitted by the petitioner, after issuance of notice to the petitioner and the seventh respondent and after giving an opportunity of hearing to them, and pass orders on merits and in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order.
