The matter pertains to promotion of the writ petitioner. It is the case of the writ petitioner that he is entitled to be promoted and posted as Head In-charge in the Department of Education, Government of India, Ministry of Human Resources & Development.
Aggrieved that he has been overlooked, the writ petitioner has sent a representation dated 07.09.2011 to the 2nd respondent herein, namely, the Chairman, National Institute of Technical Teachers Training & Research,(Ministry of Human Resources Development), Tharamani, Chennai.

The prayer in the Writ Petition reads as follows: "Writ Petition filed under Article 226 of the Constitution of India praying for the issuance of a writ of mandamus directing the respondents 1 to 3 to promote and post the petitioner as Head incharge of the Department of Education, in view of the representation dated 07.09.2011."

However, the writ petitioner now abridges and restricts the prayer to say that it will suffice if the 2nd respondent is directed to dispose of his representation dated 07.09.2011 within a time frame to be fixed by this Court. 6.
No counter affidavit has been filed for more than five years now by the respondents, though they have been duly served. There is no representation for the respondents either. 7.
The Writ Petition itself is disposed of with a direction to the 2nd respondent to consider and pass orders on the representation of the writ petitioner, dated 07.09.2011 in a manner known to law, after affording an opportunity to the writ petitioner, within a time frame of four weeks from the date of receipt of a copy of this order.
