Petitions filed under Article 226 of the Constitution of India praying for issuance of Writ of Mandamus - (i) W.P.No.23300 of 2025 - to forbear the 3rd respondent from disconnecting the agricultural electricity service connection bearing in S.C.No.234-005-700 and (ii) W.P.No.23340 of 2025 - to direct the 1st respondent to renew the track rent license for further periods of pipelines laid down for irrigation water to the petitioner land situated in S.Nos.64/1 and 402/2, Vavipalayam Village, Palladam Taluk, Tiruppur District.

ORDER
The issue involved in these writ petitions are common and hence, they are taken up together, heard and disposed of by this common order.
2. W.P.No.23340 of 2025 has been filed for a direction to the first respondent to deal with the application/representation submitted by the petitioner on 27.05.2025 wherein the petitioner is seeking for renewal of the track rent licence for the pipelines which have been laid in S..No.64/1 and 402/2 Vavipalayam Village, Palladam Taluk, Tiruppur District in order to irrigate the agricultural lands of the petitioner.
3. W.P.No.23300 of 2025 has been filed to forbear the third respondent from disconnecting the agricultural electricity service connection given to the petitioner on the ground that the petitioner has not obtained renewal of track rent licence.
4. Heard Mr.C.Prakasam, learned counsel for the petitioner, Mr.G.Velu, learned Additional Government Pleader for respondents 1, 2 and 4 and Mr.L.Jai Venkatesh, learned standing counsel for respondent No.3.
5. It is seen from the records that the petitioner was already granted
permission to lay the pipelines and the track rent licence has also been issued to the petitioner. The licence period was coming to an end and hence, the petitioner submitted a representation before the first respondent on 27.05.2025 seeking for renewal of the track rent licence. The same was not acted upon and in the meantime, steps were taken by the TANGEDCO to disconnect the agricultural electricity service connection since the track rent licence has not been renewed.
6. It is under these circumstances that the petitioner has approached this Court seeking for appropriate directions.
7. Taking into consideration the facts and circumstances of the case and the materials placed before this Court, there shall be a direction to the Revenue Divisional Officer, Tiruppur, to act upon the representation made by the petitioner seeking for renewal of track rent licence and convey the decision to the petitioner within four weeks from the date of receipt of a copy of this order. Till the Revenue Divisional Officer passes an order, there shall be a direction to the Executive Engineer of TANGEDCO not to disconnect the agricultural electricity service connection of the petitioner.
