Writ petition is filed under Article 226 of the Constitution of India praying to issue Writ of Mandamus, directing the respondent to issue the Site Visit Certificate to the petitioner to enable him to participate in the works issued vide Tender Notice Number S.W.D.C. No.B1/0607-1/2025 and S.W.D.C.No.B1/0607-2/2025 dated 16.06.2025 and in the alternate to direct the respondent to accept the tender documents to be uploaded by the petitioner within insisting the production of Site visit Certificate for the above said work and pass orders.

2. By consent of both the parties, this writ petition is taken up for final disposal at the stage of admission itself.

3. This writ petition is filed for a Writ of Mandamus, directing the respondent to issue the Site visit Certificate to the petitioner, considering his representation dated 20.06.2025.
4. The respondent issued a tender notification on 16.06.2025 inviting tender bids under two cover system through online for works mentioned in the tender notice. One of the condition of the tender is that the tenderer should submit site visit certificate from the competent authority and upload the same in the online portal on or before 07.07.2025 at 3.00 p.m. Hence, the petitioner submitted a representation on 20.06.2025 to the respondent seeking for issuance of the site visit certificate for the purpose of facilitating the petitioner to participate in the tender. As no action was taken, the petitioner was constrained to file the above writ petition for the above said relief.
5. The learned standing counsel appearing for the respondent submits that the site visit certificate as sought for by the petitioner will be issued by 11.00 a.m on 04.07.2025.
