Respondents Prayer: The Writ Petition is filed under Article 226 of the Constitution of India, seeking for a Writ of Certiorarified Mandamus, to call for the impugned records in U.Mu.En.522/13 dated 02.08.2013 submitted by the 2nd respondent to 1st respondent, whereby returning the petitioner's application dated 01.08.2013 seeking legal heir certificate and quash the same as illegal, arbitrary and against Government instructions and further direct the respondents to conduct enquiry and issue legal heir certificate in accordance with law, within a time frame as may be fixed by this Court.
