..Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India, seeking for a writ of mandamus directing the 2nd respondent to consider the petitioner's representation dated 13.08.2015 and reminder dated 22.09.2015, 27.10.2015, 02.12.2015, 22.02.2016 and 14.02.2016 in the light of the proceedings Na.Ka.No.2510/2014/C2 dated 27.04.2016 and thereby direct the 2nd respondent to fix the date and time to make Declaration for publishing Theethum Nandrum Tamil Monthly in the name of Manju Pathippagam at No.1/31, Palani Illam, Mittanoolahalli Post, Dharmapuri District within the stipulated period.

By consent, the writ petition is taken up for final disposal.
2.The petitioner claims that she is a B.Com Graduate and had taken a decision to publish a Tamil Monthly Magazine, viz., "THEETHUM NANDRUM" to be printed at Manju Pathippagam [Printing Press at Door No.1/31, Palani Illam, Mittanoolahalli Post, Dharmapuri District]. The petitioner, in this regard, has approached the Registrar of Newspapers for India for registering the said Tamil Monthly Magazine in the name of "Manju Pathippagam" and the Registrar of Newspapers
for India, gave a temporary registration file No.1259301, Title Code:TNTAM 22079 dated 17.10.2014. Thereafter, the petitioner started publishing the said Magazine. The petitioner, as per the statutory requirement, has to obtain the Registration Certificate by submitting the required documents to the Registrar of Newspapers for India and accordingly, the petitioner submitted all the relevant documents except the Declaration Form and for that purpose, to make a Declaration before the 2nd respondent, she has submitted a representation dated 13.08.2015, followed by reminders dated 22.09.2015, 27.10.2015, 02.12.2015, 22.02.2016 and 14.03.2016 to fix the date and time to make declaration for obtaining the Registration Certificate for effecting publication of the said Magazine and the District Revenue Officer, Dharmapuri, vide communication dated 27.04.2016 in Na.Ka.No.2510/2014/C2, has directed the 3rd respondent to conduct an enquiry and submit a report and despite that, no progress is taking place and hence, she came forward to file the present writ petition.
Heard the submissions of the learned counsel for the petitioner and Mr.S.Navaneethan, learned Additional Government Pleader, who accepts notice on behalf of the respondents. Though the petitioner has prayed for a larger relief, this Court in the light of the facts and circumstances and without going into the merits of the same, directs the 3rd respondent to act on the communication of the 2nd respondent dated 27.04.2016 made in Na.Ka.No.2510/2014/C2, forward the report to the 2nd respondent within a period of three weeks from the date of receipt of a copy of this order and the 2nd respondent, on receipt of such report from the 3rd respondent, is directed to consider the applications submitted by the petitioner for making declaration within a further period of four weeks thereafter and communicate the decision taken, to the petitioner.
5. The writ petition is disposed of accordingly. No costs.
