This writ petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Certiorari calling for the records of the third respondent in Lr.No.SE/MEDC/DFC/AO/R/HT/AS/F.HT SC.135/R/12 dated 14.9.2012, and quash the same as illegal, arbitrary and unconstitutional.
