2. Heard the learned counsel for the petitioner and the learned counsel for the respondents 1 and 2. Though notice served on the 3rd respondent, there is no representation for the 3rd respondent, today when the matter is called.

3. On being satisfied with the reasons stated in the accompanying affidavit filed in support of this petition, the delay is condoned. Accordingly, the petition stands allowed.
