Zonal Executive Engineer, Greater Chennai Corporation or their authorized representative and issue the site visit certificate to the petitioner considering the representation dated 17.06.2025 and 20.06.2025 as per Tender notification dated 13.06.2025 so as to enable the petitioner to upload the site visit certificate in the online portal on or before 07.07.2025 @ 3.00 p.m and allow the petitioner to participate in the tender process and pass orders. 2. By consent of both the parties, this writ petition is taken up for final disposal at the stage of admission itself.

This writ petition is filed for a Writ of Mandamus, directing the third respondent to eighth respondents to conduct site inspection in the petitioner's presence along with their concerned Zonal Executive Engineer, Greater Chennai Corporation or their authorized representative and issue the site visit certificate to the petitioner on the basis of the petitioner's representation dated 17.06.2025 and 20.06.2025.

4. The second respondent issued a tender notification on 13.06.2025 inviting tender bids under two cover system through online for works mentioned in the tender notice. One of the condition of the tender is that the tenderer should submit site visit certificate from the competent authority and upload the site visit certificate in the online portal on or before 07.07.2025 at 3.00 p.m. Hence, the petitioner submitted a representation on 17.06.2025 to the second respondent to conduct the site inspection through the concerned Zonal Executive Engineer, Greater Chennai Corporation along with the petitioner and 4/8

to issue the site visit certificate. As no action was taken the petitioner sent another representation on 26.05.2025. Even then no action was taken, hence the petitioner was constrained to file the above writ petition for the above said relief.

5. The learned standing counsel appearing for the respondents submits that the site visit certificate as sought for by the petitioner will be issued by 11.00 a.m on 04.07.2025.
