ORDER
This writ petition has been filed for the issue of a writ of mandamus directing the 3rd respondent to deal with the representation made by the petitioner on 09.12.2024, on the basis of the letter dated 07.05.2025, issued by the 2nd respondent. 2.The case of the petitioner is that the 2nd respondent has issued revised guidelines on 04.09.2024 and a letter has also been issued dated 07.5.2025 which is in the form of instructions for compliance of regulations. The petitioner submitted a representation to the 3rd respondent to deal with the representation in line with the said letter. Since there was no response, the present writ petition has been filed before this Court.
3.When the matter came up for hearing on 25.07.2025, the learned Standing Counsel appearing on behalf of the 3rd respondent sought for sometime to take instructions. When the matter was taken up for hearing today, the learned Standing 2 / 4
Counsel sought for some more time.
4.The grievance of the petitioner is that he is duly licensed by the Government of Tamil Nadu to issue certificate of competency to give electrical supply to residential houses. According to the petitioner, after the completion of the work, he is authorized to give certificate regarding the completion and this practice was in vogue till 2000. Thereafter, the TANGEDCO issued board proceedings dated 31.10.2000, to the effect that it is not necessary to obtain competency certificate. 5.The Tamil Nadu Electricity Regulatory Commission issued revised guidelines on 04.9.2024 in this regard and according to the petitioner, the same has not been followed. Hence, the petitioner submitted a representation in this regard and since the same did not evoke any response, the present writ petition has been filed before this Court. 6.
Taking into consideration the facts and circumstances of the case and considering the materials placed before this Court, there shall be a direction to the 3rd respondent to deal with the representation made by the petitioner on 09.12.2024 on its own merits and in accordance with law and inform the petitioner on the decision taken within a period of four weeks from the date of receipt of a copy of the order.
