The Writ Petition has been filed to issue a Writ of Certiorarified Mandamus calling for the records of the respondents in connection with the impugned order passed by the second respondent in memo No.T3/6815/2003 dated 03.09.2003 and quash the same and further direct the respondents to select and appoint the petitioner as Grade-II Police Constable for the year 2002-2003.
2. As against the order of the Director General of Police dated 03.09.2003 wherein it is stated that the third respondent
has not included the name of the petitioner in the recruitment process for the selection of Grade-II Police Constable under the special category. Aggrieved against the same, this present writ petition is filed.
3. Heard the learned counsel for the petitioner and the learned counsel for the respondents.
4. During the year 2001-2002, 3500 Gr.-II police constables were recruited. The petitioner applied for the recruitment of Gr.-II police constables as per the notification issued by the second respondent on 25.02.2002 which was published in Tamil daily 'Dhinathanthi' newspaper. In the said notification itself in column <(5), it had been mentioned that the wards of police personnel applying for the said recruitment under 10% wards quota must enclose wards certificate issued by proper authority with the application itself. However, the petitioner has not annexed any ward certificate and the applications were admitted under the open quota only and the quota numbers have also been assigned for the said two applications.
Thereafter, the petitioner attended the test and he came out successfully under the PET test and absented for two call letters which was sent to him for the second application. In the test, as he scored 12 out of 15 marks and got qualified, he was called for written test. In the written test, he secured 47 out of 80 marks and qualified in the written test also. But the cut-off marks for Scheduled Caste was 64 whereas the petitioner secured only 59 marks in total due which was not provisionally selected by this Board.
The above said recruitment process were conducted in the year 2002 to 2003. After a long duration of fourteen years, I do not think anything would survive in this writ petition. Accordingly, this writ petition is dismissed. No costs.
