Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the 4th respondent to expediously forward the petitioner's Thesis submitted on 03.03.2016 for Evaluation and to consequently, conduct the VivaVoce leading to the conferment of the Ph.D Degree within a time frame fixed by this Hon'ble Court on the basis of the petitioner's representation dated 26.07.2016. By consent, the writ petition is taken up for final disposal.
2.The petitioner would state that his father was a cotton mill worker and retired from service and he is a first generation graduate and got his name registered as Full Time Research Scholar (Zoology) for conferment of PhD under the guidance of Dr.A.Abdul Rahuman and on account of certain difficulty, he changed on the Guideship in accordance with the statutes of the respondent University and under the guidance of Dr.(Sr.) Regina Mary R., Assistant Professor, Post Graduate and Research Department of Zoology, Auxilium College (Autonomous), Gandhi Nagar, Vellore, he completed Full Time Research Program and submitted his Research Thesis in "Synthesis of Metal and Metal-Oxide Nanoparticles using Tinospora cordifolia Leaf extract and its Antiplasmodial efficacy against Plasmodium falcifarum".
3.The grievance expressed by the petitioner is that even after submission of the said Thesis, it has not been forwarded for evaluation and consequently, the conduct of Viva Voce also is getting delayed. In this regard, the petitioner has submitted a representation dated 26.07.2016 and since no orders have been passed, came forward to file this writ petition. 4.Heard the submissions of Mr.S.Sathia Chandran, learned counsel appearing for the petitioner, Mrs.P.Rajalakshmi, learned Government Advocate who accepts notice on behalf of the first respondent and Mr.V.Gangadharan, learned counsel who accepts notice on behalf of the respondents 2 to 4.
5.Though the petitioner prayed for a larger relief, this Court in the light of the above facts and circumstances and without going into the merits of the same, directs the respondents 3 and 4 to consider and dispose of the petitioner's representation dated 26.07.2016, on merits and in accordance with law and pass orders, within a period of four weeks from the date of receipt of a copy of this order and communicate the decision taken, to the petitioner.
