2. The petitioner belongs to Schedule Cast Community and according to him, there are five sects/group among themselves having right by turn to celebrate the festival during the Tamil
Month of "Aadi" in respect of "Kaliamman Temple" situate in Gengavarm Adi Dravida Colony, Kalasapakkam Taluk, Thiruvannamalai District and while one group made an attempt to conduct the festival on 18.04.2016, citing the law and order problem, the Revenue Divisional Officer, Thiruvannamalai vide proceedings dated 16.04.2016 has stopped the said function.

The learned counsel appearing for the petitioner would submit that now it is the turn of the petitioner group to conduct the festival and since other groups are preventing from doing so, he submitted a representation dated 18.07.2016 to the respondents 1 and 3, praying for appropriate permission and also protection to conduct the said festival and though it was received and acknowledged, no response is forthcoming and hence, the petitioner is constrained to file this Writ Petition.
4. Heard the submissions of Mr.K.Thangapandi, learned Government Advocate, who accepts notice on behalf of the respondents.
5. Though the petitioner prayed for a larger relief, this Court, in the light of the above facts and circumstances and without going into the merits of the same, directs the first respondent to forward the papers to the second respondent forthwith, who in turn, in consultation with the third respondent, shall consider and dispose of the petitioner's representation dated 18.07.2016 as expeditiously as possible in the light of the fact that the festival is sought to be conducted on 15.08.2016 and 16.08.2016.
