Heard Mr.S.Diwakar, learned Special Government Pleader appearing for the petitioner and Mr.R.Jaikumar, learned counsel for the first respondent/ Writ Petitioner.

2.Satisfied with the reasons given in the affidavits filed in support of this Writ Miscellaneous Petition and as the District Collector, Chennai is the proper authority to implement the order and direction issued in the Writ Petition, the above Writ Miscellaneous Petition is allowed and the District Collector, Chennai is impleaded as the fourth respondent in the Writ Petition.

3.Registry is directed to carry out necessary corrections in the cause title and other records.
