Heard Mr.S.Diwakar, learned Special Government Pleader appearing for the petitioner and Mr.R.Jaikumar, learned counsel for the first respondent.

2.Satisfied with the reasons given in the affidavits filed in support of these Writ Miscellaneous Petitions and as the District Collector, Chennai is the proper authority to implement the order and direction issued in the Writ Petitions, the above Writ Miscellaneous Petitions are allowed and the District Collector, Chennai is impleaded as the fourth respondent in the Writ Petitions.

3.Registry is directed to carry out necessary corrections in the cause title and other records.
