O R D E R
This writ petition is filed for of a Writ of Mandamus forbearing the respondents 1 to 10 from laying a road in the petitioner's land, permitting the petitioner to repair the water pipe connection in his land and to take action against the respondents 11 to 13 for harassing the petitioner and his family members on the basis of the petitioner's representation dated 30.04.2025

The petitioner submits that his father settled in his favour 3 acres of land bearing Survey No.258/3, Thenkumarai Village, Thalaivasal Circle, Salem District, under a settlement deed on 24.02.2014. The petitioner further submits that the above agricultural land at Thenkumarai village, was irrigated by him from water drawn from a small pond near his lands through pipelines laid by him. The petitioner states that as the pipeline was laid 40 years back, it got damaged resulting in stagnation of water in his lands. Hence, the petitioner
tried to lay a new pipe for water connection. But one Govindaraj and his brother Periyasamy, along with the Panchayat President, obstructed the petitioner from repairing the water pipe connection, and were trying to lay a road in his patta land with the panchayat funds. The petitioner therefore submitted a representation on 24.03.2025, to the respondents 1 to 10 and since no action was taken, the petitioner submitted a second representation on 30.04.2025, even then no action was taken. Hence, the petitioner filed the above writ petition for the aforesaid relief.
3. The learned counsel for the petitioner prayed that it would suffice, if this Court directs the respondents 1 to 10 to consider the petitioner's representation dated 30.04.2025, on merits and pass orders within a time frame to be fixed by this Court.
4. The learned Government Advocate appearing for the respondents prayed for reasonable time to dispose the representation.
5. Heard the learned counsel on either side and perused the materials available on record. With the consent of the counsels, the main writ petition is
disposed of.
6. Taking into consideration the facts and circumstances of the case and the limited relief sought for by the learned counsel for the petitioner, this Court directs the respondents, to consider the petitioner's representation dated 30.04.2025, and pass appropriate orders on merits and in accordance with law, within a period of four weeks from the date of receipt of a copy of this order.
