ORDER

The petitioner has filed this writ petition for a direction to the first respondent to forthwith conduct an enquiry on the basis of the petition dated 29.09.2003 made by the petitioner dated 29.09.2003 and to pass appropriate orders. 2.On a perusal of the typed set of papers, it is seen that the petitioner has made a representation dated 09.11.2001 to the Special Officer, the second respondent herein, and consequently the Regional Joint Registrar has rejected his petition on 05.08.2003 as per the proceedings in Na.Ka.No.6953/03/A2 on the ground of delay and laches.

3.In view of the above stated circumstances, the writ petition is dismissed. No costs.
