By consent of learned counsel on both sides, this writ petition is taken up for final disposal at the admission stage itself.

This writ petition has been filed seeking issuance of a writ of mandamus directing first respondent to dispose of the appeal filed by petitioner on 22.04.2025 challenging the order of second respondent dated 15.04.2025 whereby petitioner's request for allotment / grant of permission to run Aavin Milk Parlour Bunk Shop comprised in Survey No.273, Zameen Pallavaram, Pallavaram Taluk, Chengalpattu District at the entrance of Vel's University was rejected.

3. Learned Government Advocate appearing for respondents would submit that the concerned respondent would conduct an enquiry after affording reasonable opportunity of hearing to petitioner and any other interested parties and the appeal would be disposed of and orders will be passed within the time frame to be fixed by this Court, which was agreed to by learned counsel for petitioner.

4. Taking into consideration the facts and circumstances of the case and the submissions made on either side, there shall be a direction to first respondent to consider the appeal made by petitioner on 22.04.2025 and conduct enquiry by issuing notice to petitioner and interested parties, if any and affording an opportunity of hearing to petitioner and any other interested parties, orders shall be passed on its own merits within a period of eight weeks from the date of uploading the web copy without waiting for the receipt of certified copy. It is made clear that this Court has not expressed any view with regard to the merits of the case and it is open to first respondent to consider the case on its own merits and in accordance with law.
