2. Though notice has been served on the respondent and his name has been printed in the cause list, none appeared on his behalf.

3. This Court is convinced with the reasons stated in the affidavit filed in support of the petition. Since the delay has been satisfactorily explained, the delay is condoned and this petition is allowed.
