Respondents PRAYER: The writ petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents to change the name of the petitioner from S.Manikandan to S.Riythik and to rectify the Date of birth of the petitioner as 19.11.1998 in the Higher Secondary Course Certificate based on the petitioner's representation, dated 21.07.2023. 1/4

ORDER

By consent, this writ petition is taken up for final disposal at the admission stage itself.

2.The petitioner claims that he was born on 19.11.1998 and he was named Manikandan. He has since changed his name as Riythik. However, in his higher secondary score card his date of birth was wrongly given as 19.11.1999. Now he has moved the authorities for both changing his name and also the date of birth in his higher secondary mark sheet.

3.Mr.V.Manoharan, the learned Additional Government Pleader has taken notice for the respondents 1 and 2.

4.Learned Government Advocate submits that in terms of G.O.Ms.No.177, School Education (Government Examinations) Department, dated 23.12.2021, the petitioner has to first apply for the changes to the school from which he 2/4

passed out his 12th. The principal / Head Master of the school would in turn forward the same to the concerned C.E.O. of the District and the second mentioned officer after holding enquiry would make necessary recommendation to the Directorate of Government Examinations. 5.The petitioner neither made the C.E.O. nor the Head Master of the school as a party to the proceedings. He is now required to file an application to the Head Master of the school in which he did his XII, who on receiving the same may process it as per law and forward it to the C.E.O., Coimbatore, who may after holding necessary enquiry forward the same to the 1st respondent for appropriate orders.

6.This writ petition stands disposed of accordingly. No costs. 11.08.2023 kas Index : yes / no 3/4
