ORDER

This writ petition has been filed for direction directing the respondents to complete the work being protracted for no reason, relating to the construction of cow shelters for the benefit of the petitioner pursuant to the order of the 5th respondent, vide their proceedings in Na.Ka.No.AA4/2840/2020 dated 19.04.2021 by considering the petitioner representations dated 27.05.2022 and 25.03.2024 within a time stipulated by this Honourable Court.

2. Heard both sides and perused the materials available on record.

3. The petitioner owned patta land in Rayappanur Village, Chinnasalem Taluk and Kallakurichi District. The petitioner owned two cows and ten goats. As per G.O.Ms.No.126, Rural Development and Panchayat Raj (CGS.1) Department, dated 10.09.2019 and G.O.Ms.No.184, Rural Development and Panchayat Raj (CGS.1) Department, dated 06.11.2020 ordered to provide suitable infrastructure facilities for promotion of livestock, such as poultry shelter, goat shelter, piggery shelter cattle and fodder trough for cattle are permissible under Mahatma Gandhi National Rural Employment Guarantee Scheme. The second respondent had proposed to construct 6000 cattle shelters of which, 5000 Nos. of two cows shelter at an unit cost of Rs.1,35,000/- and 10,000 Nos. of cows shelter at an unit cost of Rs.1,77,000/-. Likewise, 5000 Goat Shelters of which, 2000 Nos.

of 10 Goats Shelter at an unit cost of Rs.1,53,000/- and 5000 Nos. of 20 Goats shelter at an unit cost of Rs.2,27,000/- and 500 Poultry Shelters of which, 250 Nos. of 100 Native Chicken at an unit cost of Rs.1,16,000/- and 250 Nos. of 250 Native Chicken at an unit cost of Rs.1,95,000/- for a total cost of Rs.149.9750 crore during the year 2019-2020 and 2020-2021 under Mahatma Gandhi National Rural Employment Guarantee Scheme.

4. The petitioner is also cultivating so many crops in the agricultural land. He had applied to build cattle shelter for two cows under the said scheme. On receipt of the said application, the fifth respondent granted permission to construct the same. Though the petitioner submitted a representation, so far no shed has been formed and it is getting delay.

5. On written instructions, the learned Government Advocate appearing for the fifth respondent submitted that only after the construction of cattle shed and on supervision, a sum of Rs.1,35,000/- will be disbursed to the petitioner.

6. In view of the above, the petitioner is directed to construct a cattle shed for two cows and inform to the fifth respondent. Thereafter, the fifth respondent is directed to inspect and disburse the amount under the Mahatma Gandhi National Rural Employment Guarantee Scheme, within a period of two weeks thereafter.

7. With the above directions, this writ petition is disposed of. There shall be no order as to costs.
