O R D E R

The complex nature of facts projected by the petitioner in the present Writ Petition would be sufficient enough to form an opinion that a Writ Court cannot conduct an enquiry which is to be undertaken based on the documents and evidences available on record.

2. Since the complaint is about a forged life certificate, an enquiry is required. The Appellate Authority / the Deputy Inspector General of Registration is empowered to conduct an enquiry by verifying the original records. Therefore, the petitioner has to approach the appellate authority, i.e., Deputy Inspector General of Registration for the purpose of establishing her case through documents and evidences available on record.

3. This being the factum, the petitioner is at liberty to prefer an appeal and on filing such appeal, the Deputy Inspector General of Registration shall adjudicate the issues on merits by affording opportunity to all the parties and dispose of the same as expeditiously as possible.
