By consent, the writ petition is taken up for final disposal.
2.The petitioner, after obtaining no objection certificate from the concerned Departments submitted an application dated 14.07.2016, to the second respondent praying for permission for conducting exhibition in connection with the Velankanni Arulmighu Arokia Madha Temple festival to be held between 18.08.2016 and 11.09.2016 and despite the no objection given by the Velankanni Special Grade Town Panchayat, the second respondent is yet to pass orders and hence, came forward to file this writ petition.
3.Heard the submissions of Mr.P.Vijendran, learned counsel appearing for the petitioner who has drawn the attention of this Court to the various documents in the typed set of papers and would submit that since the petitioner has strictly and scrupulously complied with all the formalities, there cannot be any impediment on the part of the second respondent to grant permission to conduct the said exhibition and prayed for appropriate orders.
4.Per contra, Mr.R.Govindasamy, learned Special Government Pleader who accepts notice on behalf of the respondents would submit that for having submitted application/ representation to the second respondent on 14.07.2016, no acknowledgement is available and
therefore, the second respondent is not in a position to pass any orders.
5.This Court has considered the rival submissions. 6.Though the petitioner prayed for a larger relief, this Court in the light of the above facts and circumstances and without going into the merits of the same, permits the petitioner to submit one more representation to the second respondent, along with a copy of this order as well as copies of the no objection certificates given by the concerned authorities, within a period of one week from the date of receipt of a copy of this order and the second respondent on receipt of the same, is directed to consider the said application/ representation, in accordance with law and pass appropriate orders, within a further period of one week thereafter and communicate the decision taken, to the petitioner.
