The present Writ Petition has been filed by the Dr.Ambedkar Association challenging the order dated 22.01.2025 passed by the Central Administrative Tribunal, Chennai Bench, in O.A.No.1289 of 2019, as well as the order passed in M.A.No.772 of 2019 in the same Original Application, insofar as the Tribunal declined to implead the petitioner in the proceedings.

The very same impugned order dated 22.01.2025, which is under challenge in the present writ petition, was also the subject matter of W.P.Nos.23987 of 2025 and 23445 of 2025 filed by the Union of India arising out of the same Tribunal order. This Court, by order dated 09.04.2026, has already set aside the order dated 22.01.2025 passed by the Tribunal.

3. The issues raised in the present writ petition arise out of the same proceedings and are identical to the issues considered in the connected writ petitions. In those cases, this Court has examined the scope and effect of the Office Memorandum dated 15.06.2018, the effect of the interim orders passed by the Hon'ble Supreme Court, and the legality of revising promotions granted during the relevant period.

4. This Court has held that the interpretation placed by the Tribunal on the Office Memorandum dated 15.06.2018 is not sustainable in law and that the Tribunal was not justified in directing restoration of original dates of promotion.

5. Following the same reasoning, and since the issues involved are identical, this Court finds that the order of the Tribunal made in O.A.No.1289 of

2019, dated 22.01.2025, is liable to be set aside and accordingly, the same stands set aside.

6. In the result, the Writ Petition is allowed. There shall be no order as to costs. Consequently, connected miscellaneous petitions are closed. (P.V.,J.)
