Writ Petition filed under Article 226 of the Constitution of India praying for issuance of a Writ of Mandamus, directing the 4th respondent to issue necessary instructions to the 5th respondent to sanction the loan amount of Rs.3,50,000/- (Rupees Three Lakhs and Fifty Thousand only) for purchase of five Cross Breed Cow Animals at the earliest.

By consent, this Writ Petition is taken up for final disposal.

2. The petitioner would state that he belongs to Scheduled Caste Community and studied upto 8th Std., and his ancestors were agriculturists and they left behind few acres of land and that too has been confiscated by certain unlawful land grabbers. The petitioner in order to eke out his livelihood is rearing few cows and selling milk and since the cows had became sick, he left with no other income and therefore, he applied to the second respondent for a loan to purchase new five cows for a sum of Rs.3,50,000/- and his application dated 03.12.

2014 was favorably considered by the official of the respondents 2 and 3 and they have also made a positive recommendation and as a scheme of a loan should be sanctioned by the fourth respondent, the petitioner had also approached the fourth respondent and he was directed to give all necessary documents and he also submitted the same. The grievance expressed by the petitioner is that thereafter, nothing has been heard from the both respondents and in this regard, he has also submitted a representation dated 01.01.2016 to the respondents and since no steps have been taken to dispose of the same by granting the loan sought for by the petitioner, he is constrained to approach this Court by filing this Writ Petition.

3. Heard the submissions of the petitioner/party-in-person, Mr.A.N.Thambidurai, learned Special Government Pleader, who accepts notice on behalf of the first respondent and Mr.K.Rajasekaran, learned counsel appearing for the respondents 4 and 5.

Though the petitioner prayed for a larger relief, this Court in the light of the above facts and circumstances and without going into the merits of the same, directs the respondents 2 and 3 to follow up the matter to the respondents 4 and 5 and the respondents 4 and 5 shall dispose of the application submitted by the petitioner for availing the loan to purchase cows, if the papers are otherwise in order, in accordance with law and on merits, as expeditiously as possible and not later than four weeks from the date of receipt of a copy

of this order and communicate the decision taken, to the petitioner.
