WP No.24460/25 Prayer : Petitions filed under Article 226 of the Constitution of India seeking (i) a writ of Certiorarified Mandamus to call for the records relating to the impugned order dated 06.02.2025 made in
application Nos.TN-5202412212405 and 5202412212356 on the file of the respondent and quash the same and consequently direct the respondent to issue online Malaikkuravan Schedule Tribe Community certificates to the petitioners on the basis of manual community certificates already issued to the petitioners bearing Nos.365682 and 365683, R.Dis.A2/6746/2014 dated 10.10.2014 respectively issued by the respondent within a stipulated time; and (ii) a writ of Certiorarified Mandamus to call for the records relating to the impugned order dated 07.06.2025 made in application Nos.TN-52025060424375 and 52025060424334 on the file of the respondent and quash the same and consequently direct the respondent to issue online Malaikkuravan Schedule Tribe Community certificates to the petitioners on the basis of manual community certificates already issued to the petitioners sisters by the RDO, Attur, Salem District vide certificate Nos.14A 001549 and 14A 001551, R.Dis.1431/2019/A3 dated 22.02.2019 within a stipulated time.

ORDER
(Order of the Court was made by the Hon'ble Chief Justice) Among various submissions made by learned counsel for the petitioners, one of the submissions must find favour.
2. The orders impugned, by which the online applications have been rejected, are completely non-speaking orders.
3. The objection of learned State counsel that against the orders impugned there exists a remedy of appeal, is completely illusionary in the facts and circumstances of the present cases, because, the rejection is without reasons and learned counsel for petitioners is correct in submitting that there are no reasons stated and therefore, it is not known as to on what basis the appeal could be preferred.
4. The claim for issuance of a caste status certificate is a serious matter and requires serious consideration. The orders impugned cannot be allowed to be sustained only for the reason that it lacks proper reasons and the basis for rejection of claim. On
that ground alone, without going into the other merits of the case, we are inclined to allow the writ petitions by setting aside the impugned orders.
5. Petitions are allowed setting aside the impugned orders. The cases are, however, remitted to the authority concerned for detailed consideration and passing of appropriate reasoned orders, one way or the other. We hasten to add that we have not expressed any opinion on the merits of the case. There shall be no order as to costs. WMP No.27536 & 27554 of 2025 seeking to permit petitioners to file single writ petition are allowed subject to payment of separate court-fee within two weeks. Other interim applications are closed.
