Respondents Petition filed under Article 226 of the Constitution of India praying for the issue of a writ of Certiorarified Mandamus, calling for the records of the 3rd respondent in G.O.Ms.No.139 dated 29.05.1997 of the Information and Tourism Department, quash the same and direct the 1st and 2nd respondents to conduct admission to the courses offered by the 2nd respondent in consonance with G.O.Ms.No.184 dated 09.06.2005, Higher Education (J2) Department.

O R D E R

(The Order of the Court was made by The Hon'ble The Chief Justice) The petitioner actually was an applicant for admission in the Film Institute, who had been unable to secure admission, and thus, this writ petition is more in the nature of private lis than a Public Interest Litigation.

2. Insofar as the private lis is concerned, the lapse of time itself takes care. We may also note that considering the courses for admission involving various aspects viz., Direction and Screen Play Writing, Cinematography, Sound Recording, Sound Engineering, Film processing, Film Editing etc., it cannot be said that an aptitude test is irrelevant. The break up of 60 marks for qualifying examination and 25 marks for Written Aptitude test and 15 marks for Interview/Viva voce can hardly said to be irrational, as would be determined by the experts.

3. The writ petition is thus dismissed, leaving the parties to bear their own costs.
