The petitioner has filed the Writ Petition challenging the selection list published in the year 2006 on the ground that his name is not placed in the selection list.
2. The learned counsel for the petitioner would submit that though the petitioner participated in the Selection process in the year 2005 and the selection list was published in the year 2006, his name was not included in the selection list, for https://hcservices.ecourts.gov.in/hcservices/
which he made a representation to the first respondent, however his representation was not considered. Aggrieved by the same, the present Writ Petition is filed.
3. The learned Government pleader appearing for the respondent would submit that as per the selection list issued in February 2006, the persons who were selected had already been issued with appointment orders and therefore nothing survives in the Writ Petition.
4. On a perusal of the records, it is seen that with regard to his selection, the petitioner had already filed W.P.No.12603 of 2010 and the matter went upto filing of a Contempt Petition. Thus, having exhausted his remedy in the first round of litigation, now the petitioner has filed Writ Petition relating to a selection in the year 2006. However the Writ Petition has been filed after 13 years relating to an appointment made in the year 2006 and there is no proper explanation for such inordinate delay.
5. I do not find any substance and considering the latches. Accordingly the Writ Petition is dismissed. No costs.
