The petitioner seeks a writ of mandamus, directing the respondent to draw fresh seniority list of Group II employees of Bill Collectors in the respondent Corporation by placing him in the appropriate place and consider him for promotion to the post of Revenue Inspector.

2. The seniority list in the subject case was issued as early as on 30.04.2007. The petitioner has produced a copy of the objection stated to have been given on 24.05.2007. The petitioner, thereafter submitted a representation on 19.01.2012 requesting the respondent to revise the seniority list and to place him at the appropriate place. The representation given on 19.01.2012 does not contain any indication that objection was submitted on 24.05.2007 requesting to revise the seniority list dated 30.04.2007. The seniority fixed long back cannot be revised after considerable point of time. The seniority in question was fixed as early as on 30.04.2007. The petitioner has submitted a representation on 19.01.2012, which is found in page 26 of the typed set of papers. However, the said representation was not acknowledged by the respondent.

3. In such circumstances, I am of the view that no direction can be issued to the respondent to revise the seniority list fixed as early as on 30.04.2007.
