Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorari to call for the entire records relating to the impugned order dated 25.08.2016 on the file of the respondent herein and quash the same. By consent, the writ petition is taken up for final disposal.

2.The petitioner claims to be the President of a festival Committee of the Temple namely, Sri Periyasamy Temple, Karupaiah Temple, Sengamalaiyar and Solai Muthaiyar Temples and in connection with the Temple festival to be held on 04.09.2016, the petitioner submitted a representation/ application dated 17.08.2016, seeking necessary permission to conduct cultural event which include, song and dance programmes and the said application has been rejected by the respondent vide impugned order dated 25.08.2016, without assigning any reason and hence, came forward to file this writ petition.

3.The learned counsel appearing for the petitioner would submit that though the petitioner has given the undertaking that https://hcservices.ecourts.gov.in/hcservices/

in the event of permission being granted, no vulgarity or obscenity will be there in that place, the respondent by way of the cryptic order, rejected the application submitted by the petitioner, without assigning any reason and prays for interference.

4.This Court also heard the submissions of Mr.K.Thangapandi, learned Government Advocate who accepts notice on behalf of the respondent.

5.A perusal of the impugned order would disclose that no reason whatsoever, has been assigned by the respondent and hence, on the sole ground, the impugned order warrants interference.

6.In the result, the writ petition is partly allowed and the impugned order dated 25.08.2016, is set aside and the matter is once again remanded back to the respondent, who shall take into consideration the representation submitted by the petitioner and pass orders, in accordance with law, within a period of one week from the date of receipt of a copy of this order. It is also made clear that this Court has not gone into the merits of the claim projected by the petitioner in this petition. No costs. Consequently, the connected miscellaneous petition is also closed.
