This writ petition has been filed for a Writ of Certiorarified Mandamus to call for the records pertaining to the impugned random allotment letter 8990544814 of the petitioner published by the 1st respondent website for
the admission of Engineering colleges in Tamil Nadu for the year 2025 and to quash the same and consequently direct the 1st respondent to provide 7.5% reservation for Government studied student quota to the petitioner.
2. The petitioner had studied LKG to Vth standard from 2012 to 2018 at Prividham Nursery and Primary School, Nagarkudal, Nallampalli Taluk, Dharmapuri district. Thereafter in the academic year 2018-2019 he dropped out from the school and worked as a child labour. In the year 2018 again he was admitted in NCLP (special school) Nagercoil, Nallampali Taluk, Dharmapuri district in 7th standard under SSA scheme. The petitioner was directly admitted in the 7th standard by the authorities under the above scheme and he studied upto 8th standard. Thereafter, he studied IXth and Xth standards at Government High School, Balajangamanahalli, Nallampalli Taluk Dharmapuri district and thereafter he studied XI & XII standards at Aringar Anna Higher Secondary school, Adiyanmankottai, Nallampalli taluk, Dharmapuri and successfully completed 12th standard. As such he is fully eligible to obtain seat in the higher studies under Tamil Nadu Government 7.5% (Government School studied) reservation quota.

The petitioner applied to the respondents for admission of Engineering courses in Tamil Nadu in application No.370604 claiming 7.5% quota of Government school studied students' reservation in the Engineering admission. The respondents published random number in online and in the publication it was mentioned that the petitioner is not eligible for 7.5%. Thereafter the petitioner approached the respondents and explained his eligibility under 7.5% reservation but the same was rejected stating that he has not studied 6th standard. Hence the petitioner has filed the above writ petition for the aforesaid relief.

The learned Government Advocate submitted that the Director Department of Technical Education, Directorate of Technical Education, Chennai has already sent a letter to the School Educational Department seeking clarification in this regard. The School Education Commissioner, Directorate of School Education, DPI Complex, College Road, Chennai - 600 006 is the appropriate person to consider the relief in respect of 7.5% quota and therefore for effective adjudication this Court suo motu impleads the School Education Commissioner, Directorate of School Education, DPI Complex, College Road, Chennai - 600 006 as the 4th respondent in this writ petition and
Mr.S.Prabhakaran, learned counsel takes notice for the 4th respondent. Accordingly, the petitioner is directed to give a representation to the School Education Commissioner, Directorate of School Education, DPI Complex, College Road, Chennai - 600 006/4th respondent (newly impleaded respondent) within a period of 7 days from the date of receipt of a copy of this order, and if any such representation is received from the petitioner, the 4th respondent is directed to dispose of the same according to its own merits and in accordance with law within a period of two weeks thereafter.
