Writ Petition with liberty to approach the Tribunal by filing an Appeal against the impugned order. The learned counsel has also made an endorsement to that effect, in the Writ Petition today.

2. Accordingly, the Writ Petition is dismissed as withdrawn, and liberty sought for by the petitioner is granted. If the petitioner files any Appeal, the Tribunal shall exclude the period from 19.10.2006 (viz., the date of filing of this Writ Petition) till the date of receipt of a certified copy of this order, while computing the limitation.
