Respondents Prayer: The Writ Petition is filed under Article 226 of the Constitution of India, seeking for a Writ of Certiorarified Mandamus, calling for the entire records in respect of the order passed in Na.Ka.No.A4.2985/2009, dated 27.7.2010 and quash the same consequently direct the 1st respondent to allow the petitioner to handle the funds of the Panchayat by giving cheque power.

Heard Mr.D.Rajagopal, learned counsel for the petitioner and Mr.B.Anand, learned Government Advocate for the respondents.
2. The prayer sought for in this writ petition is to quash the order of the District Collector, Vellore, dated 27.7.2010, in and by which cheque signing power of the petitioner was taken away and given to the Block Development Officer.
3. The learned counsel for the petitioner would submit that the petitioner was a Panchayat President of Keelpatti Panchayat, since 2006 and he discharged his functions without any adverse remarks and satisfactorily. However, some of the jealous councilors in the Panchayat have given false complaint to the District Collector. Based on the complaint, proceeding was initiated against the petitioner. Therefore, the same is liable to be set aside.

4. The learned Government Advocate for the respondents submitted that the petitioner was functioning as a President from 2006 to 2011. Since the period has already expired and nothing survives in this writ petition.
5. In the light of the above facts, this Court is of the opinion that, the prayer sought for in this writ petition has become infructuous. Accordingly, this writ petition is dismissed. No costs. Consequently, connected miscellaneous petitions are closed.
