O R D E R

This Writ Petition has been filed for direction directing the respondents to give incentives to the petitioner for his M.A., degree as per the G.O.Ms.No.83, School Education Department, dated 28.04.2017 on the basis of the petitioner's representation dated 15.10.2024.

2. Heard the learned counsel for both sides and perused the materials available on record.

3. The petitioner got appointment in the post Graduate Secondary Grade Teacher on 07.08.1997. Even at the time of his appointment, the petitioner was qualified with M.A., and B.Ed., degree. Thereafter, the petitioner failed to claim any incentive for his higher education. As per the said G.O.Ms.No.83, School Education Department, dated 28.04.2017, the petitioner submitted a representation dated 15.10.2024 seeking incentives. Though the petitioner submitted representations on 16.06.2017, 09.03.2020 and 15.10.2024, there is no proof to show that the petitioner claimed incentives while he was in service.

4. The petitioner attained the age of superannuation on 31.01.2024. As per the said Government Order, the petitioner submitted a representation after a period of seven years, that too without any proof seeking incentives for the degree obtained by him at the time of his appointment i.e. on 07.08.1997. But after the said G.O.Ms.No.83, School Education Department, dated 28.04.2017, much water has flown by issuance of several subsequent Government Orders, thereby the Government stopped the incentives and those who failed to apply for incentives for their higher qualification and those applications that are pending seeking incentive increment cannot be considered.

In view of the above, the request made by the petitioner seeking incentives for his higher qualification cannot be considered at this stage and the Writ Petition is devoid of merits and is liable to be dismissed. Accordingly, this Writ Petition is dismissed. No costs. 04.11.2025 Index:Yes/No kv 3/5
