Writ Petition filed under Article 226 of the Constitution of India praying for issuance of a Writ of certiorarified mandamus to call for the records culminating in the passing of G.O.(2D)No.131, Health & Family Welfare (A1) Department dated 20.11.2007 issued by the 1st respondent and the consequential Transfer Counseling held on 10.07.2013 at 1.30 PM for Associate Professors in Orthopaedics pursuant to the Circular dated 01.07.2013 issued by the 2nd respondent Ref.No 44611/E1/5/2013 and quash the same and consequently direct the Respondents to conduct re-counseling for Transfer of Associate Professors in Orthopaedics by following State-wide Service Seniority alone without reference to Station Seniority.
