ORDER

In this Writ Petition, the petitioner seeks to direct the 1st and 2nd Respondents to issue No Objection Certificate to the petitioner to run a SPA i.e, Cross relaxation message in the name and style of CLOUD 9 SPA at Door NO.58/2, AVM Tower, opposite to New Bus Stand, Katpadi Road, Vellore 632002, based on the representation of the petitioner dated 17.06.2025 within a stipulated time that may be fixed by this Court.

2. Heard the learned counsel for the petitioner and learned Govt. Advocate (crl.side) and perused the materials placed on record.

3. At the outset, this Court is of the view that such a direction cannot be issued, it is for the petitioner to apply for NOC through the local body concerned under the Tamil Nadu Urban Local Bodies Act, 1998 and thereafter, the authority concerned grants license. It is relevant to note that instead of making application before the concerned Corporation, the petitioner has come

up before this Court by filing a writ petition seeking for a direction to the police to issue NOC and the same cannot be granted as a matter of right. Hence, the petitioner has to file necessary application under the abovesaid Act and proceed further. In the event of filing such application before the appropriate authority concerned, he shall consider the same and pass orders on the same on merits and in accordance with law.

4. Accordingly, I do not find any merits in this petition and this petition stands dismissed. No costs.
