The matter was adjourned for getting instructions by the respondents. Again the matter was listed on 01.11.2019, once again it was adjourned to 04.11.2019 in view of the fact that the learned Additional Government Pleader is unable to secure instructions. On 04.11.2019, further adjournment was granted and the matter was listed under the caption 'for orders' on 08.11.2019. When the matter is taken up for final hearing and after hearing the learned counsel appearing on behalf of the petitioner, the learned Additional Government Pleader states that, he has not received any instructions from the respondents.
