Prayer:- Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Certiorarified Mandamus directing the respondents to call for the records relating to the first respondent's proceedings in No.684/Nirvagam 4(2)/2013, dated 12.02.2013 to quash the same and consequently, direct the respondents to promote the petitioner as Assistant Draughtsman from the date on which his immediate junior was promoted as such with all benefits both service and monetary.
