By consent of learned counsel on both sides, this writ petition is taken up for final disposal at the admission stage itself. In view of the order that this Court proposes to pass and also the limited relief that is sought to be granted, notice to the respondents 4 and 5 is dispensed with.
2. This Writ Petition has been filed for issuance of writ of mandamus to consider the representation dated 28.06.2025.
3. It is submitted by the learned counsel for the petitioner that the petitioner is the owner of the property situated at No.3, Inner Ring Road, Damodaran Street, Medavakkam Main Road, Vanuvampettai, Chennai in Survey No.257/12, Old Survey No.252/12, T.S. No.13/1B1/1-1, Block No.14, Ward F, Adambakkam Village. The petitioner would submit that he had purchased the property from one 2/5
M. Manikandan vide Sale Deed dated 27.11.2023 registered as Document No.6408 of 2023 on the file of Sub Registrar Office, Alandur. It is submitted that the petitioner has been in possession of the subject property. However, there has been frequent disturbance by the respondents. In view thereof, the petitioner submitted a representation dated 28.06.2025 with the first respondent to survey and measure the property. He further submitted that he is unable to submit online application in view of certain connectivity issues / technical clinches.

Learned counsel for the respondents would submit that the above representation dated 28.06.2025 would be treated as an online request and they will conduct the survey after issuing notice to the petitioner as well as respondents 4 and 5 and the other interested parties and pass appropriate orders, within a time frame to be fixed by this Court.

In view thereof, this Writ Petition stands disposed of with a direction to the first respondent to treat the petitioner's representation dated 28.06.2025 as online application and survey the petitioner's property after issuing notice to the petitioner, respondents 4 & 5 and the other interested parties including rival 3/5
claimants if any, within a period of eight weeks from the date of uploading of web copy without waiting for receipt of certified copy. It is made clear that this Court has not expressed any views with regard to the merits of the case and it is open to the concerned respondent to consider the matter on its own merits and in accordance with law. No costs.
