Respondents Prayer: The Writ Petition is filed under Article 226 of the Constitution of India, seeking for a writ of certiorarified mandamus, calling for the records relating to 1st respondent letter No.11228/C1-/2004-12 dated 17.4.2006 and quash the same and direct the respondents 1 to 3 to promote the petitioner as Draughtsman Grade-I notionally from the date of his Junior promoted i.e. from 12.12.1974 and pay all consequential service and monetary benefits.
