2. Mr.V.S.Jagadeesan, learned counsel for the first respondent and Mr.S.John J.Raja Singh, learned Additional Government Pleader for the second respondent have no objection in the petition being allowed.

3. This Court is convinced with the reasons stated in the affidavit filed in support of the petition. Since the delay has been satisfactorily explained, the delay is condoned and this petition is allowed.
