Considering the limited relief sought for in the petition, without expressing any opinion on merits of the writ petition, the second respondent is directed to consider the representations of the petitioners dated 11.10.2021, after issuance of notice to the petitioners, the fourth respondent and counter parties, if any and after giving an opportunity of hearing to them, pass orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order.

3. With the above direction, these writ petitions are disposed of. No costs.
