Even though notice is ordered in this application to grant leave and the service is completed, no-one had entered appearance for the 3rd respondent, which shows that he does not have any objection in allowing the application. Learned counsel for the petitioner submits that since he is the owner of the property in S.No.2/23B he should be impleaded as one of the necessary parties.

Hence, this petition is ordered as prayed for. Registry to number the writ appeal, if otherwise in order and post the same for admission.
