Se/2023 and quash the same, consequently direct the second respondent herein to grant permission to the petitioner for conduct demonstration against the illegalities and irregularities done by the Headmaster and office bearers of the Parent Teachers Association in the Lalpettai Government Higher Secondary School at the earliest date and time sought for by the petitioner or on any date as may be fixed by the Court. The Tahsildar, Kattumannarkoil is suo motu added as the 4th respondent in this writ petition and Mr.A.Damodaran, learned Additional Public Prosecutor takes notice on behalf of the impleaded 4th respondent.
2.This writ petition has been filed challenging the impugned proceedings of the 2nd respondent dated 23.05.2023, wherein, the permission sought for by the petitioner to conduct a demonstration was rejected.
3.Heard the learned counsel for the petitioner and the learned Additional Public Prosecutor.

4.The grievance of the petitioner is that there are large scale irregularities in running the Government School and some of the school teachers also did not behave in a proper manner and hence, it was decided to conduct a demonstration. When permission was sought for, the 2nd respondent through impugned proceedings dated 23.05.2023 denied the permission. On carefully going through the impugned proceedings of the 2nd respondent, it is seen that a Peace Committee meeting was supposed to be conducted in this regard on 25.05.2023 and in view of the same, the 2nd respondent did not grant the permission for conducting the demonstration.
5.The learned counsel for the petitioner submitted that no Peace Committee meeting was conducted by the Tahsildar and the learned Additional Public Prosecutor per contra submitted that the petitioner was not willing to participate in the Peace Committee meeting and therefore, the concerned Tahsildar was not able to conduct the meeting.
6.Taking into consideration the facts and circumstances of the case and the nature of grievance that has been expressed, there shall be a direction to the Tahsildar, Kattumannarkoil to fix a date for Peace Committee Meeting and both sides shall attend the Peace Committee meeting and the Tahsildar shall consider the grievance expressed 3/6
and take a final decision. This direction given by this Court will sufficiently take care of the grievance expressed by the petitioner. This process shall be completed by the Tahsildar, within a period of six weeks from the date of receipt of copy of this order. 7.This writ petition is disposed of with the above directions. No Costs.
