Respondents Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus directing the respondents No.1 to 7 to ensure the participation of the petitioner's community people in the temple function namely Arulmigu Periya Mariyamman Kovil and Arulmigu Selliyamman Thirukovil at Senthamangalam Village, Namakkal District is going to be held from 17.07.2025 to 16.08.2025 by allowing to do all the customary practice i.e. Palkudam Theerthakudam and Pooja Abisekham etc., by considering the petitioner's representation dated 10.06.2025. This writ petition has been filed for the issue of a writ of mandamus directing the respondents to permit the petitioner to participate in the temple function from 17.07.2025 to 16.08.2025.

2.When the writ petition was taken up for hearing, the learned Additional Government Pleader appearing on behalf of HR & CE Department produced the written instructions received from the Inspector of HR & CE, Senthamangalam. The relevant portions are extracted hereunder:

3.The learned Additional Government Pleader appearing on behalf of the HE & CE Department, on instructions submitted that till today, no decision has been taken with respect to conducting any festival and if at all any festival is conducted it will only be in the next year. For the present, only Kumbhabhishekam is going to be conducted and there are no further plans to conduct any festival. 4.In the light of the above instructions given by the HR & CE Department and considering the submissions of the learned Additional Government Pleader, the petitioner and all others can be permitted to participate in the Kumbhabhishekam festival. No one will claim any priority right or right of preference in that festival. Everyone will participate in the festival, offer prayers to the god and leave the temple. 5/8

No further claims will be made by anyone. It is further directed that the Inspector of Police, Senthamangalam, shall make arrangements to give sufficient police protection to ensure that the kumbhabhishekam is conducted in a peaceful manner without giving rise to any law and order problem.
