Prayer: Writ Petition filed under Article 226 of the Consitution of India was filed to issue Writ of Mandamus,directing the respondent to issue computerized patta in the petitioner's name, in respect of the vacant house site bearing Plot No.224 measuring 2400 sq.ft comprised in new S.No 257 in Mangala Nagar Extension, Porur Village, Maduravoyal Taluk, Thiruvallur District (Old S.Nos. 257, Porur Village, Ambattur Taluk (Previously Saidapet Taluk), Thiruvallur District) by considering his online application dated 11.06.2019 and representation dated 14.06.2023. O R D E R

The relief sought for in the present writ petition is to direct the respondent to issue computerized patta in respect of the petitioner's name P.Mohanavelu, in respect of the vacant house site bearing Plot No.224 measuring 2400 sq.ft comprised in new S.No 257 in Mangala Nagar Extension, Porur Village, Maduravoyal Taluk, Thiruvallur District (Old S.Nos. 257, Porur Village, Ambattur Taluk (Previously Saidapet Taluk), Thiruvallur District) by considering his online application dated 11.06.2019 and representation dated 14.06.2023.

2. The petitioner states that he is the owner of the subject property morefully described in the present writ petition. The petitioner submitted an application on 11.06.2019 for grant of computerized patta in the name of the petitioner. Since it was not considered, the petitioner is constrained to move the present writ petition.

3. The learned Government Advocate furnished a copy of the written instructions given by the Tahsildar, Maduravoyal Taluk along with the revenue records. As per the revenue records, the land has been classified as

"Tharisu - Urban Land Ceiling". It is further stated that no online petition as such claimed to have been submitted by the petitioner on 11.06.2019 is pending in the office of the Tahsildar, Maduravoyal Taluk, Nolambur. The Village Administration Officer inspected the subject property and reported that the property comprised in S.No.257/2A1 and S.No.257/2B of Porur village stands classified as "Tharisu - Urban Land Ceiling".

4. The village account in respect of the said survey numbers are as under:

5. Thus, the authorities found that the subject land has been acquired under the Tamil Nadu Urban Land Ceiling Act, 1978. Therefore, the petitioner has to approach the office of the Commissioner of Urban Land Ceiling and Urban Land Tax to regularise the purchase of the land by the petitioner under the "Innocent Buyer Category" as per the Government orders

in force.

6. Thus, the petitioner is at liberty to approach the competent authority for the purpose of considering his case.

7. With these observations, the writ petition stands disposed of. No costs.
