Respondents Prayer:- Petition filed under Article 226 of the Constitution of India, seeking for the issuance of a Writ of Mandamus, directing the second respondent to hear and dispose of the complaint given by the petitioner, dated 15.12.2015, and further complaint, dated 18.04.2016, by the petitioner to the second respondent within a time frame.

O R D E R

Heard Mr.T.S.Baskaran, learned counsel for the petitioner and Mr.A.N.Thambidurai, learned Special Government Pleader for respondents 1 to 3. By consent of the learned counsel for both sides, the writ petition is taken up for final disposal.

2. The petitioner has filed this writ petition seeking for the issuance of a Writ of Mandamus, directing the second respondent to hear and dispose of the complaint given by the petitioner, dated 15.12.2015, and further complaint, dated 18.04.2016, by the petitioner to the second respondent within a time frame.

3. In this writ petition, the petitioner had filed an application before the second respondent for cancellation of document registered as Document No.1600/2015 on the file of the third respondent. Based on such application, it appears that the second respondent has called for necessary particulars from the third respondent, vide memo, dated 06.04.2016. was no further progress, the petitioner has submitted a representation to the second respondent, on 18.04.2016.

4. Since this Court is disposing of the writ petition, without notice to the fourth respondent, the merits or the allegations made by the petitioner are not gone into and left open to be decided by the second respondent.

5. In the light of the above, without going into the merits of the petitioner's case, there will be a direction to the second respondent to consider the petitioner's representations, dated 18.04.2016 and dated 15.12.2015, issue notice to the petitioner as well as the fourth respondent and after hearing the parties, shall pass appropriate orders, on merits and in accordance with law, within a period of three (3) months from the date of receipt of a copy of this order.

6. With the above directions, this writ petition is disposed of. No costs.
