This writ petition has been filed for issue of writ of mandamus directing the respondent to conduct certificate verification for the petitioner who has secured 66 marks and is eligible to be considered for an appointment as a Graduate Teacher-Maths pursuant to the notification issued by the respondent dated 25.10.2023.
2.Heard Mr.B.Balavijayan, learned counsel appearing on behalf of the petitioner and Mr.K.Sathishkumar, learned Standing Counsel appearing on behalf of the respondent.
3.The main grievance that was expressed by the learned counsel for the petitioner is that the petitioner had secured 66 marks in total and he comes within the MBC/DNC category. On verifying the provisional selection list, the petitioner found that persons who had secured lower marks than the petitioner and who fall within the same category have been added in the provisional selection list. It is under these circumstances, the present writ petition has been filed before this Court.

4.The learned Standing Counsel appearing on behalf of the respondents produced the written instructions received from the Teachers Recruitment Board. On carefully going through the same, it is seen that the petitioner has applied under the MBC/DNC Category and he has also claimed to be a disabled persons with 75% disability and he has brought his case within the Category III-Loco motor disability.
5.The Board published the provisional selection list for the subject Mathematics on 22.07.2024. The minimum cut off marks for selection for GT is 108.5 marks, for GT CAT III it is 96.5 marks, for MBC it is 107.5 marks and for MBC CAT III it is 85.5 marks. The petitioner admittedly has secured only 66 marks. Therefore, the petitioner was not within the zone of consideration in the disability category.
6.Insofar as the general category is concerned, the cut off mark for GT Category is 112.50 marks, for MBC/DNC it is 107 marks and for MBC/DNC CAT III it is 85.5 marks. Unless and otherwise, a candidate has secured the above 3/6
marks, he will not be called for certificate verification. Since the petitioner had only secured 66 marks, the petitioner was not called for certificate verification. 7.It is clear from the above that the petitioner is nowhere in the zone of consideration considering the marks secured by the petitioner. The petitioner cannot make a wild goose chase by pinpointing some candidates who have been selected and who have secured lesser marks, even without knowing under what category they have been selected. This Court cannot be used a forum for finding out the details of selection and a person who comes before this Court by filing a writ petition must provide all the information. In short, this Court cannot be used like an officer under the Right to Information Act. 8.This Court does not find any merits in this writ petition and accordingly, this writ petition stands dismissed.
