This petition is filed to permit the petitioner to designate and describe the 3rd respondent in a representative capacity to represent the respondents 4 to 23 and to direct the 3rd respondent to serve the notice to the respondents 4 to 23 in their personal address as per petition under Rule 16 of Madras High Court Writ Rules.

2. Heard the learned counsel for the petitioner.

3. The third respondent is directed to serve notice to the respondents 4 to 23 to their personal addresses, intimating the next date of hearing.
