Prayer:Writ petition filed under Article 226 of the Constitution of India for issuance of a writ of certiorarified mandamus to call for the records relating to communication No.665 dated 4.2.2003 in Ka.No/U.P-E-31/U/Ka No.665/2003 issued by the first respondent demanding a sum of Rs.9,95,732/- and quash the same; consequently direct the first respondent to calculate the rates under residential rates from the date of actual transfer of electrical appliances to the petitioner.
